Emerald Avenue Zoning Issue

Hello neighbors,

One of the responsibilities of the WCO is to hear zoning issues, variance requests, and applications as part of the NPU process. During the August WCO meeting we discussed the property at 1637 Emerald Avenue. The City Office of Planning issued a permit for a "renovation" of the property nearly a week after work began by the contractor and days after members of the community first raised alarm. 

Multiple neighbors have engaged the City Office of Planning, Councilwoman Andrea Boone, Code Enforcement, Commissioner Tim Keane, the staff of Mayor Bottoms about this issue. A month ago our NPU Chair met with Commissioner Keane about this and other properties where the city issued permits without community engagement. Unfortunately all of our emails, calls and meetings have fallen on deaf ears with the City Office of Planning. The office has allowed a developer to begin building a 4 story house when it only approved a renovation and addition of a second floor and garage....again outside of the normal zoning process.

With the help and support of Councilwoman Andrea Boone I will submit an appeal to the Atlanta Board of Zoning Adjustment on behalf of the community. At the suggestion of Councilwoman Boone I am also asking that a full ethics investigation be initiated into the circumstances of how these permits were issued in this case. I have attached my letter to the BZA for your review.
